Wildfire threat is a dynamic public safety issue that directly affects City of Portland communities, business & industry, Bureaus, and critical infrastructure. Strategically addressing the coordination of planning and policy work for this threat will require this position to work collaboratively across Bureaus, with City and regional stakeholders, and local, regional, state, and federal response partners. This position is expected to address multiple existing, as well as pursue new, strategic planning efforts to coordinate City of Portland policy to address the threat of wildland fire.This position will manage the work of key programmatic staff to assist with policy development, grant applications, and other development efforts that address the dynamic threat wildfire poses to our City and region.This position will work within the Portland Fire & Rescue Wildland Fire Program, which is assigned to the Special Operations Office, and collaborate with internal coordinators in the bureau and City for its wildland fire prevention, emergency operations, and training efforts. We are looking for candidates that have backgrounds in National Incident Management System (NIMS) Incident Command System (ICS) and forestry, National Wildfire Coordinating Group (NWCG) wildfire prevention/suppression backgrounds.As a Wildfire Strategic Planning Manager, you will focus on the following goals:
- Priorities: Under the direction of and in collaboration with the Deputy Chief of Special Operations and the Program coordinators, develop and/or review priorities for strategic planning, prevention, suppression operations, and training priorities that address the threat of wildfire on the City of Portland, prioritizing underserved communities. Utilize these priorities to guide strategic planning efforts across City Bureaus, with City stakeholders, and regional/state/federal partners.
Communication & Collaboration: The success of this position and the PF&R Wildland Fire Program in preparing the Bureau and the City for the threat of wildfire is dependent upon effective communication and collaboration. The Special Operations Deputy Chief and the Program coordinators will regularly meet to understand the needs and challenges of the Program, discuss ideas and opportunities for cross-collaboration so the Program, as a whole, is successful, and map out a network plan for achieving the Program priorities for the City.Successfully addressing the dynamic threat of wildfire-facing cities, will require the same strong communication & collaboration with both internal City partners, as well as external stakeholders and regional partners. Examples of such external collaborations might include neighboring cities, communities, and neighborhoods, the Oregon Department of Forestry and Office of Oregon State Fire Marshal, county and state emergency management, regional community colleges, and the US Forest Service and Bureau of Land Management.Policy Development: An effective Wildland Program not only conducts prevention, mitigation, suppression, and training efforts but also supports these efforts at a strategic level through internal & external relationship building and policy development.Public/Partner Outreach: Effective long-term strategic planning and policy starts and ends with outreach and engagement with our partners and the public. This position will develop strong policy that is relevant and can evolve to meet the needs of our City and communities.Questions?Karen Ehn, Senior RecruiterBureau of Human ResourcesTo QualifyThe following minimum qualifications are required for this position: * Experience applying the principles and practices of emergency management, including fire hazard identification, mitigation, and disaster preparedness.
- Experience with strategic planning for emergency, environmental and fire hazard prevention.
- Knowledge of wildland urban interface fire response training and education.
- Experience interpreting federal, state, and local laws, codes, and regulations to evaluate alternatives, recommend policies, strategies, and effective courses of action for complex or technical problems.
- Experience using GIS software for the interpretation and implementation of wildfire planning.
- Experience conducting public outreach and establishing and maintaining effective working relationships with Bureau/Office managers and staff, City leadership, representatives of other local, regional and federal governmental agencies, the public, and others encountered in the course of work.
- Ability to communicate information effectively both verbally and in writing including writing detailed reports, plans and procedures, as well as developing and presenting training programs for staff and the public.
