Title of the Job: Senior Accountant

Location: Washington DC

Job Description: Essential Job Functions:Support the Government in the development and execution of action plans to remediate material weaknesses and instances of non-compliance, as identified by the auditors.

  • Support CFO monthly deliverables and monthly CFO Briefings and action items that impact Component Financial Statement and Financial Reporting to DHS.
  • Provide advice and guidance on component legacy financial management systems, United States Standard General Ledger (USSGL) account review and analysis, Treasury/Federal account symbol review and analysis, and individual transaction attribute analysis.
  • Provide (USSGL) technical advice and data analysis support to assist DHS in identifying accounting errors at the transaction level (e.g., inappropriate or inconsistent usage of (USSGL) and develop wide accounting policies and procedures.
  • Advise, review, analyze, create, and provide guidance on the preparation of general journals (GJs) and journal vouchers (JVs) transactions impacting OCFO Directorates.
  • Consolidate and report general journal vouchers and gather supporting documentation.
  • Provide technical support and subject matter expertise to the Government for inter/intra governmental reconciliation and/or G-Invoicing.
  • Be technically proficient in using Oracle Financial Systems in the execution of retrieving reports and conducting analysis (Federal Financial Management System and Financial Systems Modernization Solution).
  • Advice, guidance, analysis, prepare and maintenance of Property, Plant, and Equipment (PP&E) records, such as property accounting, general ledgers preparation and compensating controls.
  • Support monthly treasury cash management reconciliation; conduct analysis of payables and receivables, PP&E, general ledger postings, intra & inter-governmental transactions, agency deliverables via component connection, reconciliation of fixed assets module; and monitor and oversee the Legacy agencies financial reporting process.

Develop and implement internal controls and Standard Operating Procedures to ensure financial integrity of financial operations, system integrity and conformance to federal laws, and agency regulations and practices.

  • Technically proficient in using the advanced functions of Excel (i.e. pivots, conditional formatting, lookups, etc.).

Skills:

  • Experience in operational accounting or auditing with demonstrated ability to supervise or lead a team of accounting analysts.
  • Possess a thorough knowledge of Oracle Systems, Federal financial and accounting policies, standards, and systems requirements, such as the CFO Act 1990, OMB Regulations, GAAP, FASAB, GAO, Treasury’s Bureau of the Fiscal Service, USSGL, Treasury Account Symbols, and Financial Management policies and procedures.
  • Must demonstrate experience in working with multi-year/ no-year appropriations and differing appropriations (e.g., O&M and Procurement), and a thorough understanding of budgetary and proprietary accounting principles.

Qualifications:

  • BA or BS degree
  • CPA (preferred) or CGFM
  • Fifteen years of accounting and financial management experience
  • At least 8 years of increasing responsibilities as a team leader or first level supervisor.
  • Be eligible for DHS Public Trust Security Clearance.
  • Must reside in Washington D.C. area due periodic meetings in Washington D.C.
