Job Description: The City of Bastrop is currently seeking qualified applicants who possess a desire to contribute, a willingness to be challenged, and a commitment to public service, to join our team as a Project Manager / Engineer I (DOQ). Under the general direction of the Director of the Engineering and Capital Project Management (Director), the primary responsibilities are to assist the Director with managing Capital Improvement Program (CIP) and non-CIP projects. The position assists with the reviews of design plans and specifications, project manuals, reports, and other documents pertaining to the projects and in accordance with City Standards and Ordinances.Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. Essential duties and responsibilities may include, but are not limited to, the following:

  • Managing all phases of the City’s study/design and construction projects, such as inspections, permitting activities, project close-outs to ensure all phases of design and construction are completed within plans and specifications, and also in accordance with City’s Project Management Manual and with minimal interruptions to design and/or construction schedule.
  • Maintaining manual and electronic files and records to provide up-to-date reference, and to comply with regulatory requirements and established guidelines.
  • Preparing and presenting projects to City Council, and City boards and commissions when necessary.
  • Providing project management and coordination of design and/or construction of CIP and non-CIP projects, to include, but not limited to, selecting consultants, assisting in contract negotiations, quality assurance, reviewing of construction plans and specifications, reviewing cost estimates, negotiating change orders, preparing, and tracking schedules, managing project budgets, reviewing pay requisitions, etc.
  • Reviewing submittals of completed projects and preparing close-out documents.
  • Attending public meetings associated with assigned projects.
  • Preparing project scope of work presentations for architects and/or engineers, or for use in document preparation to ensure the scope of work for the project is accurate.
  • Managing the bidding process with contractors, evaluating bids and designs, and preparing project awards for contractors.
  • Ensuring project compliance with local, state, and federal regulations and mandates, enforcing of appropriate safety and security precautions.
  • During periods of diminished project management duties/tasks may include managing transportation and public works projects, reviewing development plans for residential and commercial subdivisions; and
  • Assisting in development and implementation of the City’s Capital Improvement Program, Utility Master Plans, Drainage Plans, and other plans and studies as needed.
  • Managing assigned improvement projects through project life cycle including but not limited to development of project scopes, cost estimates and schedules, consultant selection process, review of project plans and construction documents, specifications and estimates, acquisition of right-of-way, construction bidding, construction management, and project close out.
  • Reviewing design support for the distribution and collection systems, including water tank rehabilitation, booster pump station improvements and lift stations
  • Managing, coordinating, and reviewing development related projects and providing technical support to the Development Services Department. Reviewing drainage, site, erosion, flood plain compliance, and any additional development related plans.
  • Assisting with development of City’s 5-year CIP.
  • Assisting with development of project schedules.
  • Responding to customer inquiries.
  • Performing other related duties as may be assigned.

Required Knowledge, Skills, & AbilitiesEducation, Experience, Licenses and Certifications:

  • Bachelor’s Degree in Engineering or related field from an accredited four-year college or university.
  • Or, five (5) years of equivalent combination of training and work experience as a Project Manager in the same level of responsibility at a city of larger or similar size, may be substituted for required education.
  • Three (3) years of work-related experience in public works or civil engineering.
  • Working knowledge of Microsoft Office.
  • Experience with reading and interpreting plans and construction specifications.

Preferred Qualifications/Experience:

  • Certified Floodplain Manager (CFM) or capability of getting within one (1) year of employment.
  • ArcGIS experience.
  • Municipal engineering or public works experience.

Required Licenses or Certifications:
Valid Texas Driver’s License with an acceptable driving record to be maintained throughout employment.Skills/Abilities:

  • Must have professional verbal and written communication skills.
  • Must be organized, detail-oriented, and able to multitask.
  • Must enjoy working in a fast-paced high energy environment.
  • Ability to plan, organize, coordinate, direct, review and evaluate performance of consulting engineers, contractors, and others involved in CIP and non-CIP projects.
  • Ability to exercise sound judgment in evaluating situations and in making decisions.
  • Ability to follow standard operating procedures.
  • Ability to work independently and with a team.
  • Ability to meet project deadlines.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

  • Work is performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to forty (40) pounds.
  • Field work is performed outdoors in all weather conditions to observe site conditions and construction.
  • May be required to work immediately before, during, or after an emergency or disaster.
