Job Description: Position DescriptionAbout Harris County Flood Control District: The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.What you will do at Harris County Flood Control District:Harris County Flood Control District (District) is seeking a diligent and strategic candidate for the role of Program Manager (Little Cypress Creek Frontier).Reporting to the Partnership & Programs Division Director, the Program Manager (Little Cypress Creek Frontier) is responsible for the oversight and management of the Frontier program or other programs as required for the District. The Program Manager will play a pivotal role in coordinating various aspects of the program, ensuring alignment with interim criteria and District goals regarding drainage and development.
Essential Functions and Duties:

  • Manage the overall Frontier program and provide strategic recommendations to stakeholders to ensure alignment with the interim criteria regarding drainage and development.
  • Coordinate with the District’s division directors and project managers to ensure the overall program is in line with Interim guidelines and District goals.
  • Collaborate with landowners, developers, and stakeholders to ensure their plans align with the program’s guidelines, criteria, and future of development.
  • Manage project managers and consultants associated with the program.
  • Identify, assess, and manage potential risks to program success, implementing appropriate strategies.
  • Review developer plans within the watershed (approx. 5-6 a week) and make recommendations to the Right-of-Way (ROW) Engineer to ensure compliance and program advancement.
  • Manage and maintain the impact fee account and program database to ensure adequate fund tracking and allocation.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

  • Ten (10) years of direct or related work experience in program management, particularly in land development, urban planning, engineering, or a related area.
  • Previous experience in organization management, as well as exposure to communication processes, planning, budgeting, procedural analysis, and preparation of written guidelines.

Licensure:

  • Valid Class “C” Texas Driver’s License
