MAJOR FUNCTIONThe Cloud Engineer works with Infrastructure and Application Development teams to assess, develop, and administer cloud-based systems to meet enterprise requirements. The central responsibility as a Cloud Engineer will be to provide the enterprise with best practices in cloud computing and manage the planning, implementation, and administration of our cloud presence. In addition, the Cloud Engineer must possess the ability to estimate, budget, and monitor usage of cloud resources.The duties may include designing and developing software, assessing architectural models, supervising migrations from legacy systems, implementing information security as defined by enterprise standards and policies, influencing platform selection, determining integration strategies that meet the technical and operational needs of the organization, and performing code reviews. The candidate should understand design patterns and data modeling. The ideal candidate will also have proven experience in cloud architecture and management with excellent analytical and problem-solving abilities.ILLUSTRATIVE DUTIES

• Project Management: Responsible for managing projects from analysis through implementation for the Polk County Board of County Commissioners (BoCC). Completes accurate development and project duration estimates. Recommends staff assignments and schedules as well as tracks project progress to ensure timely completion.
• Customer Knowledge: Maintains an in-depth knowledge of the client’s business, cloud applications, and enterprise environment. Works with a diverse group of users from various divisions and agencies when developing and implementing custom solutions. Works with clients to identify application needs and provide professional recommendations. Provides ongoing assistance to users with problems or questions.
• Training: Trains clients in the proper usage of cloud applications and enterprise systems. Assists in the training of junior staff members. Provides advanced technical guidance to other staff members. Maintains and enhances a working knowledge of various programming languages, frameworks, and technologies. Works with IT management to recommend, implement, and revise standards, languages, frameworks, and technologies.
• System Development: Responsible for the creation of the functions, applications, services, data storage, and integrations of small to complex systems. Writes specifications and develops functional data models, physical data structures, and interfaces between systems. Manages open source and private repositories in GitHub. Performs code reviews to ensure consistency, accuracy, and compliance with standards and best practices.
• System Analysis and Design: Responsible for the analysis and design of cloud applications and enterprise solutions. Works with clients to identify requirements and develop use cases for custom or third-party cloud solutions. Translates functional requirements into technical specifications. Estimates impact upon system resources and implements optimizations for fast, reliable functionality. Identifies data conversion procedures. Develops time/cost estimates and cost benefit analysis. Participates in post-implementation reviews and revisions. Monitors performance, including concepts like first meaningful paint and other vital web metrics. Manages, configures, and supports various technologies, tools, and platforms such as DigitalOcean, Docker, and Oracle Cloud.
• Written and Oral Communications: Conducts meetings with clients, staff, and consultants for the design and development of cloud applications and enterprise solutions. Works with clients to explain data definition, mapping, usage, and maintenance. Provides clear and comprehensive written and oral reports to Information Technology management and clients.
• Other: Travel for education, conference, and site visits is required. Attends education courses as required.
• Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

• Works with our engineering team to assess, identify, and implement optimal cloud-based solutions.
• Experienced in planning, designing, and developing cloud-based applications.
• Manages cloud environments, deployments, containers, and tools.
• Maintains code, performs code reviews, and manages CI/CD pipelines.
• Ability to lead a small team of developers, assigning, and monitoring project tasks.
• Trains clients in the use of cloud solutions.
• Knowledge and experience using modern web and cloud development tools and platforms.
• Development experience in software engineering, including concepts like object-oriented programming, design patterns, functional programming, asynchronous programming, closures, types, and ES6.
• Experienced in full-stack development.
• Proficient with modern frontend frameworks.
• Experienced in SQL.
• Experienced with Git and GitHub.
• Knowledgeable in implementing and interfacing with REST or GraphQL APIs.
• Ability to lead and develop best practices for cloud applications.
• Experienced in designing and building scalable, enterprise-grade web applications and services in the cloud.
• Orchestrates and automates cloud-based platforms throughout the organization.
• Experienced in cloud architecture and management.
• Monitors, reviews, and remediates security vulnerabilities within applications.
• Experienced with automating unit and end-to-end testing.
• Experience working with a small team on projects, shipping those projects to users, and iterating based on feedback.
• Identifying and implementing best practices for the development team.
• Stays current with industry trends, making recommendations as needed to help the organization innovate and excel.

MINIMUM QUALIFICATIONS

• Graduate of an accredited four (4) year college/university with a Bachelor’s Degree or equivalent work experience in Computer Science or Engineering.
• 3-5+ years of experience in developing software using languages and frameworks such as JavaScript, TypeScript, React, Next.js, Node.js, C#, PHP, Laravel, or Python.
• 3-5+ years of experience in a software engineer role or related position.
• Experience with Service-Oriented Architecture (SOA) applications and cloud-based services.
• Experience working with cloud platforms, preferably DigitalOcean or Oracle Cloud Infrastructure.
• Experience working with Linux/UNIX and Docker.
• Knowledge of web services, API, REST, and RPC.
• Strong awareness of networking and internet protocols, including TCP/IP, DNS, SMTP, HTTP, and distributed networks.
• Database experience, including knowledge of SQL and NoSQL.
• Experience with open-source technology, software development, and system engineering.
• Excellent communication and organizational skills.
• Ability to stay focused on completing tasks and meeting goals.
• Interest in Cloud Engineering and its impact on greater business practices.
• Skilled at working with a team, or alone as required.
• Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.
