The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:
- intellectual disability and related disabilities
- autism spectrum disorder
- traumatic brain injury
- spinal cord injury and similar disability
Job Responsibilities:
This position resides in the Central Human Resources office and reports to the Agency Time/Leave HR Manager in Central Office, which functions in coordination with the Regional Center Human Resources staff to enter time/leave transactions and resolve related time/leave issues.Serves as a time administrator in the Human Resources Central Office on behalf of the regional centers. Ensures all employees’ working time, shift differential, leave and shift substitutions have been accurately entered and accounted for in the SAP/SCEIS system prior to closing each payroll cycle/period.Responsible for ensuring Regional Center employees are entering their working time and leave via SCEIS Central. Timely records time sheets in SCEIS/SAP submitted by staff who do not have access to SCEIS Central.Ensures schedules in employee’s SCEIS record(s) are maintained with proper shift substitutions.Enters in shift differential for all shift differential eligible employees in an accurate and timely manner. Ensures working time is approved prior to shift differential being entered in SAP/SCEIS.Generates and reviews the missing time report, unapproved time report, unapproved leave report, and time collision report. Takes action when necessary to ensure reports have been reconciled. Responsible for communicating unapproved time/leave or missing time/leave with supervisors and/or regional center payroll coordinator. Ensures all missing time reports prior to closing of payroll.Assists employees with access to SCEIS Central. Monitors employee/manager time entry and approval to ensure it is being done in a timely manner. Notifies the agency time/leave manager of any potential access issues for managers, as well as employees who are missing the “MyTimesheet” tile on SCEIS Central. Provides guidance on password resets, log in help and related training as necessary.Assists Central Office Human Resources with administrative functions such as filing, scanning, making copies, and mail on an as needed basis.Attends all time/leave and relevant payroll training on a regular basis. Stays abreast of all relevant SCEIS transactions as they relate to payroll and time/leave.Performs additional duties as assigned.The South Carolina Department of Disabilities and Special Needs offers an exceptional benefits package for FTE positions that includes:

A high school diploma and administrative experience. A bachelor’s degree may be substituted for the required work experience.Experience with time administration and/or SAP/SCEIS. Proficient in MS Office Suite.Knowledge in basic principles and practices of human resource management. Knowledge of the policies and procedures of the assigned program area(s) and of agency policies and procedures. Ability to establish and maintain effective working relationships. Ability to make and communicate decisions. Ability to analyze data and present ideas effectively. Ability to communicate effectively.
