Job Description: VISTA UNIFIED SCHOOL DISTRICTCLASS TITLE: DIRECTOR, FACILITIES, MAINTENANCE AND OPERATIONSBASIC FUNCTION:Under general direction of the Assistant Superintendent, Business Services, plan, organize, direct, and coordinate the operations of the facilities, maintenance, custodial and grounds departments; supervise and evaluate the performance of assigned staff.REPRESENTATIVE DUTIES:Directs facilities, maintenance, operations and grounds departments regarding schedules, methods, and procedures or work, material and equipment requirements, and operational problems and conflicts, assisting with and solving existing problems, and determining future requirements of personnel and materials. ECoordinate preparation and maintenance of the district’s Comprehensive Master Plan including compilation of required demographic, facility and educational data. EReview practices and priorities of school maintenance, operational activities, and repair of existing facilities. Assist as needed in the formulation and development of fiscal policies, procedures and programs. EWork with appropriate State, County, and City agencies to coordinate school planning with other public planning. EConduct studies and performs analyses of factors to aid in long range facilities planning; analyzes the condition and utilization of existing facilities, housing and construction trends. EStudy and develop guides and standards for school facilities of acceptable quality and cost. EDirect actions necessary to provide for necessary re-zoning, variances, easements, encroachments, permits, appraisals, rentals and leases of land. ERecommend and participate in the acquisition of school sites, sale of surplus sites, changes in District boundaries with other school districts, preparation and processing of easements, reconveyance, subordination agreements and trust deeds. EDirect facilities construction projects; review and coordinate architectural, inspection and testing services during major construction projects. EDirect custodial activities within the District including multi-shift activities and providing substitute custodians for the District. EDirect District grounds maintenance and grounds keeping operations including maintenance of athletic and play fields, buildings and classrooms, and maintenance of steep landscaped banks; plan, conduct and participate in the annual District weed abatement program. EDirect the maintenance of irrigation systems; maintain, design and install systems; inspect and reduce annual water usage requirement. EDirect the preparation of the Integrated Pest Management Program according to State Guidelines and direct the implementation at district facility locations. ESupervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates. EReview utility usage and make recommendations for energy savings; prepare and submit requests for energy conservation projects. EProvide technical expertise, information, and assistance to the Chief Business Officer regarding assigned functions; assist as needed in the formulation and development of fiscal and other policies, procedures and programs. EDirect the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities; prepare and maintain a variety of financial, compliance and administrative records and reports. ECommunicate with other administrators, District personnel, and contractors to coordinate activities and programs, resolve issues and conflicts and exchange information. EDevelop and prepare the annual preliminary budget for assigned budgets; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations. EAttend a variety of meetings to maintain current knowledge of legislation, legal codes and requirements; conduct and facilitate meetings; prepare Board agenda items and attend Board meetings. EPerform related duties as assigned.KNOWLEDGE AND ABILITIES:KNOWLEDGE OF:Planning, organization and direction of assigned Facilities, Maintenance and Operations departments.Federal, State and local codes pertaining to the construction of school facilities; and applicable laws, building codes and regulations.Custodial practices and procedures.Health and safety regulations and procedures.Budget preparation and control.Oral and written communication skills.Principles and practices of administration, supervision, and training.Interpersonal skills using tact, patience, and courtesy.ABILITY TO:Plan, organize, direct, and coordinate the facilities, maintenance, and operations functions of the district.Interpret, apply, and explain rules, regulations, policies, and procedures.Collect, organize and analyze data.Maintain accurate records and prepare written reports and oral presentations.Prepare, read, and interpret plans and specifications.Supervise, train, and evaluate assigned staff.Communicate effectively both orally and in writing.Meet schedules and time lines.Work independently with little direction.Plan and organize work.Establish and maintain cooperative and effective working relationships with others.EDUCATION AND EXPERIENCE:Any combination equivalent to: bachelor’s degree in business administration, engineering or related field, and five years supervisory experience in the areas of building maintenance or construction management.LICENSES AND OTHER REQUIREMENTS:Valid California driver’s license.WORKING CONDITIONS:ENVIRONMENT:Indoor and outdoor environment.Driving a vehicle to conduct work.Attend evening Governing Board meetings.PHYSICAL ABILITIES:Hearing and speaking to exchange information and make presentations.Seeing to read a variety of materials.Dexterity of hands and fingers to operate a computer keyboard.Walking to inspect sites.Sitting or standing for extended periods of time.Revised and approved by the Personnel Commission: July 2015Classified Management, Range 24Eligible for District contributions to Health, Dental, Vision and Life Insurance.
