This position is a senior manager reporting to the Portage Bay Construction Director and works closely with the Portage Bay Bridge Design Manager, currently filled by a consultant. This position is responsible for the day-to-day management and oversight of roadway, maintenance of traffic, environmental, design documentation, quality, right-of-way design elements of the SR 520 Portage Bay Bridge & Roanoke Lid Project and includes coordination with the City of Seattle on design and construction issues. There is a significant amount of interaction between WSDOT and the City of Seattle to effectively progress the Project without delaying the contractor. This is a highly visible, political, controversial, and complex project which must satisfy the needs of a diverse public and multiple public and regulatory agencies.What to ExpectAmong the varied range of responsibilities held within this role, the Design and City Coordination Engineering Manager will:

  • Responsible for coordination between WSDOT Manager and Project Delivery Team to meet project goals, objects, and deliverables.
  • Responsible for reporting project status, progress, and project finance to Management and Executives.
  • Project leadership and direction to interdisciplinary teams, including both State and Consultant staff to execute the work plan.
  • Mentors and support to the Project Team Members with respect to professional and personal growth opportunities within the Project, Program, and Department. Plan and monitor scope, schedule and budget.
  • Provide technical guidance to the project team and provide additional resources as needed. Work with managing the WSDOT/City of Seattle agreements – Seattle Department of Transportation (SDOT), Seattle Public Utilities (SPU), Seattle information Technology (SIT), and Seattle City Light (SCL) where WSDOT is compensating the various departments of the City of Seattle for their support and service to resolve any issues, negotiate agreements and changes.
  • Administer WSDOT consultant task orders and WSDOT Construction Engineering (CE) expenses – designers of PBB for the assigned disciples of the project: management, accountability, progress, budget, schedule, and expectations.
  • Develop, plan, and implement delivery strategies for various project components.
  • Improve and adjust strategies to meet project goals.
  • Manage project risk elements.
  • Attend task force meetings
  • Review contractor plan submittals, and compile comments from internal out outside agencies for comment resolution, Coordination with HQ, consultant management to develop and implement the policies and strategies of the project.
  • Responsible for elevating issues quickly to the Portage Bay Bridge Design Manager with the City of Seattle for quick dispute resolution.
  • Responsible for implementing department policies as they relate to the office, highway design, and construction contracts, and for initiating feedback resulting in modification of existing policies.

QualificationsTo be considered for this opportunity, the following are required:

  • Bachelor’s degree in civil engineering (BSCE) or four (4) years of practical work experience in civil engineering.
  • Licensed as a Professional Engineer in the State of Washington or be licensed as a professional engineer in another state and be able to obtain licensure in Washington State within six (6) months of employment.
  • Valid driver’s license
  • Experience managing construction contracts.
  • Supervisory experience.
  • Strong working knowledge of principles of management with strategic leadership abilities to build and maintain effective teams.
  • Working knowledge of the state and federal department’s design and construction principles and practices.
  • Knowledge of contracting methods and procedures.
  • Knowledge of program (budget, schedule, environmental, quality, etc.) accountability.
  • Experience managing significant design and construction contracts.

It is preferred that qualified candidates also have:

  • Experience in multiple disciplines including design, construction, utilities, and agreements.
  • Experience working with the City of Seattle – SDOT, SPU, SIT, SCL, and Seattle Parks & Recreation
  • Experience working on large, complicated highway and bridge projects with values greater than $250 million.
  • Desired competencies include skills in management practices and principles, innovative contract delivery methodologies, strong leadership and staff relationships, strong problem solving/decision making abilities, ability to get along with others and communicate effectively and efficiently.
