Our delivery model leverages global expertise, design and architecture, leading technology, and robust processes to deliver business solutions that ensure value for money, across a number of domains including, Operations and Corporate, Digital Workplace, Data Governance, Data Privacy, Data and Analytics.As a unit within the WB Operations and Corporate (ITSDO), the Data and Analytics unit (ITSDA) provides state-of-art information and technology applications to support data management for the World Bank Group. Functions provided ensure that the systems meet the data needs of users and external clients to manage business processes for the World Bank. The current technology landscape encompasses Cloud-based data platforms (Azure and AWS), Data Bricks, Oracle, SQL Server, Power BI, Tableau, Cisco Information Server (Composite), OneTrust, Collibra, Informatica, DBT, .Net, HTML 5, CSS Frameworks, SharePoint, and many others. Our plans are to continue to migrate our on-prem data repositories and re-engineer based on new Cloud architectures in the coming years.ITSDA is seeking a seasoned professional to play the role of a product owner of Data Governance and Privacy platforms team with background in Data management, Governance and Data Privacy, along with strong delivery skills to help ITSDO reach its goals of optimizing its global delivery model. The candidate will also focus on creating innovative approaches to support the many emerging data governance needs across WBG by establishing frameworks, patterns, and solutions that can be rapidly and securely deployed to best enable the business to effectively govern corporate data assets.Duties and Responsibilities:

  • Oversee the implementation and configuration of data governance and privacy platforms (e.g., Collibra, Informatica MDM/RDM, OneTrust) in alignment with organizational policies and procedures.
  • Develop product roadmaps, blueprints; evaluate and adopt platform enhancements to ensure continuous improvement and optimal performance.
  • Build and maintain strong relationships with key stakeholders, including business leaders, data owners, data stewards, and compliance teams.
  • Communicate effectively with stakeholders to promote data governance and privacy initiatives, ensuring their understanding and buy-in
  • Maintain and enhance the organization’s data catalog in Collibra, ensuring data assets are accurately described, classified, and linked to business processes.
  • Collaborate with data stewards and business stakeholders such as Office of the Chief Statistician, Chief Data Privacy Officer, Chief Archivist to update data classifications, metadata, and ensure alignment with organizational standards.
  • Define data governance processes and workflows including data quality, master and reference data management to maintain data integrity and accuracy.
  • Utilize OneTrust to manage privacy compliance, including data subject requests, incident response, risk assessments, and monitoring regulatory changes (e.g., GDPR, CCPA).
  • Coordinate with legal, risk, and compliance teams to ensure alignment with privacy requirements.
  • Coordinate across various ITS teams such as LoBs, CTO, and CISO offices to ensure DGP standards are developed, and implemented consistently across ITS.
  • Implement technical controls and safeguards to protect sensitive data, leveraging platform capabilities.
  • Conduct regular security assessments, vulnerability scans, and ensure platforms are configured to meet data security requirements.
  • Monitor, respond to, and mitigate security incidents, data breaches, and privacy risks in alignment with organizational protocols.

Delivery Management

  • Lead and coach teams in adopting Agile and SAFe methodologies for data governance and privacy projects.
  • Oversee the procurement and management of data governance and privacy tools and services, ensuring compliance with procurement policies.
  • Negotiate contracts with vendors and monitor vendor performance, addressing any issues as they arise.
  • Evaluate data governance and privacy tools and platforms based on business requirements and technical specifications.
  • Lead proof-of-concept (POC) and pilot projects to assess product suitability and make recommendations for product selection and implementation.
  • Work closely with other IT teams (e.g., network, security, cloud, platforms) to ensure data governance and privacy considerations are integrated into IT projects and operations.
  • Utilize platform tools to support data migration, integration, and transformation projects, ensuring data quality and compliance throughout the project lifecycle.
  • Collaborate with project teams to implement data governance processes in IT projects and ensure alignment with organizational data policies.
  • Lead working groups across WBG to develop and implement initiatives in support of OneWBG Experience convening and working as secretariat for committees of senior stakeholders and decision makers, preferably in support of Data Governance and Privacy functions.

Selection Criteria

  • Master’s degree in Computer Science, Data Science, Information Management, or a related technical field with a minimum of 8 years of relevant experience or a Bachelor’s degree with equivalent combination of education and experience.
  • Excellent leadership, collaboration, and communications skills.
  • Strong understanding and knowledge of Data Governance and Privacy functions
  • Have a strong understanding of designing and implementing solutions for governance of master and reference data, metadata and personal data.
  • Proven track record of delivering complex and multi -million dollar programs involving stakeholders from across business and technology teams
  • Experience in working in a global delivery model.
  • Experience in designing, building, and supporting data platforms across data lifecycle (Collect, Store, Process, Transform, Analyze, Visualize, Govern, Protect).
  • Ability to create and socialize high-impact presentations that are business friendly.
  • Strong understanding of technology management principles, cloud-based platforms and best practices in data and analytics.
  • Understanding of procurement and budget management processes is preferred
  • Understanding of data architecture principles, and concepts.
  • Ability to keep up to date with new Cloud offerings and solutions.
  • Experience in evaluating multiple technologies, ability to develop decision frameworks.
  • Experience in various development methodologies and Agile/Scrum principles. Ability to participate in multiple complex programs at the same time in an agile environment.
  • Strong diplomatic, interpersonal and teamwork skills.
  • Coaching, mentoring and team building experience including hiring, grooming junior members
  • Excellent organizational and time management skills and a keen sense of priorities.
  • Relevant certifications in related fields is a nice to have.
