This position is located in Seattle or Spokane, Washington, and is represented by the Washington Federation of State Employees (WFSE).Salary Range 63: $72,924 – $98,040The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.The following stipends may apply based on position requirements:

  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

About the Civil Rights DIvision:The Wing Luke Civil Rights Division is located in Seattle and consists of seventeen attorneys, four investigators, and eight professional staff members. For example, we recently partnered to lead a multi-state lawsuit to by removing excessively burdensome regulations for a medication abortion drug; and, during the COVID-19 pandemic, we enforced Governor Inslee’s emergency moratorium on evictions, ensuring compliance by , , and a .Interested candidates are encouraged to review the Division’s full list of and .Duties and Essential Functions of a Investigator/Analyst:Duties include, but are not limited to:

  • Develops sources of information; drafts investigation plans and other investigative reports; collects, preserves and handles evidence in accordance with established rules of evidence and statutory requirements.
  • Identifies, locates, interviews, develops rapport with, secures cooperation from and evaluates the credibility of witnesses in many diverse situations. Prepares reports and/or drafts declarations or other witness statements. Prepares investigative reports, pleadings, and associated investigative documents.
  • Identifies, locates, collects, organizes, analyzes and legally assesses documentary, statistical, computer and demonstrative evidence, including records and other information obtained from public and private sources for use in civil litigation proceedings. Supervises the on-site inspection of documents and things; reviews discovery responses periodically and supplement if additional information is discovered.
  • Participates with AAGs in the preparation of litigation by conducting witness interviews or taking notes during witness interviews, summarizes interviews, conducts follow-up investigation as requested; assists at deposition and trial, and provides testimony at trial. Assists assigned AAG’s with pre-trial and in- trial activities; assists with the preparation and presentation of trial exhibits and the transportation of them to and from the courtroom; prepares witnesses for testimony, transport witnesses, and coordinate their appearance at trial.
  • Builds and maintains professional relationships with the Division and AGO as well as external stakeholders from other state organizations, regulators, law enforcement and regulatory personnel, and members of the public.
  • Participates in the completion of all discovery; provides input as requested by AAG’s to respond to discovery requests.
  • Evaluates investigation-related documents and data and uses that information in compiling factual reports and other documents for use in the furtherance of ongoing investigations or for use in court proceedings; maintains case work, reports, spreadsheets, correspondence and other pertinent documentation in electronic format, in the AGO case management systems, and evidentiary databases.
  • Provides training for non-profit organizations and other stakeholders regarding laws, regulations, and other related civil rights issues.

This position requires statewide travel, including overnight trips.
