Job Description: This position works closely with the City Engineer and the Director of Public Works in construction management and construction administration work relating to various remodeling and new construction projects. Work is generally associated with the construction of City buildings and facilities, remodeling projects, and other activities requiring construction management expertise.Schedule: Monday – Friday, 8:00AM – 4:30PM
Salary range: $71,670 – $96,754

The employee may be asked to perform different or additional tasks than the ones listed here, as the needs of the employer and/or the requirements of the position change.This position is primarily responsible for the management of the City’s various facilities. This would include construction management and administration of capital improvement projects as well as overseeing maintenance and scheduling repair work through city staff, engineering consultants and hourly contractors.This position also oversees capital improvement projects for Parks, Recreation and Forestry or other departments. This work includes packaging of contract documents and working with other Engineering staff or consultant staff on project design.This position directly supervises up to 3 staff members, including the City Hall maintenance staff member.General:
- Prepares, supervises, and reviews the preparation of complete plans, drawings, specifications and estimates for buildings/facility or other capital improvement projects for compliance with codes, regulations and standards, and for compliance with approved plans.
- Oversees architectural and/or engineering consultants and their delivery of facility related design projects.
- Manages multiple construction projects from beginning to end including the direct purchasing of materials, inspection and survey staff and public outreach.
- Manages construction projects for other City departments.
- Manages multi-party contracts between the City and consulting firms for necessary services.
- Prepares Requests for Proposals/Quotes for consultants and services including architectural and structural engineering services, hourly maintenance contractors and facility grounds maintenance.
- Manages contracts and work of consultants and hourly maintenance contractors.
- Attends Committee, Board and Council meetings, as needed.
- Coordinates with DPW operation and maintenance crews.
- Must make independent judgments and decisions with little guidance.
Facilities:
- Manages the facilities of 44 municipal buildings, including their operation and maintenance.
- Manages all asbestos and environmental hazardous projects related to buildings and facilities.
- Serves as the ADA coordinator; prepares budget projections for obtaining grant money for all ADA projects.
- Supervises City Hall maintenance staff, including hiring of new staff, and completing performance review and discipline issuance as needed.
Special Projects:
- Addresses concerns and information requests from residents and stakeholders.
- Creates and designs bid documents and manages multiple Parks, Recreation and Forestry CIP Projects.
Graduation from an accredited college or university with a degree in Construction Management, Architecture, Engineering, or a closely related field, and at least 7 years of construction experience in the construction management and construction administration of facilities projects; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:Knowledge of
- Applicable local, state and federal laws, regulations and policies.
- The principles and practices of building and facility construction.
- Investigation, design, and construction of general public works projects.
- Construction techniques, products and equipment.
- Safety equipment and procedures.
- Equipment setup and maintenance procedures.
- Federal/State and Local electrical and building codes.
- The use of standard office equipment including computers and relevant software programs.
- Occupational hazards and the safety precautions used to avoid or minimize risks.
- HVAC, electrical, and plumbing system construction and maintenance.
Ability to
- Multitask and prioritize workload.
- Work independently, with minimal supervision.
- Prepare and interpret difficult drawings, plans, graphs, charts, maps and specifications.
- Use and interpret results from engineering field, office and laboratory test equipment.
- Establish and maintain effective working relationships with supervisors, subordinates, other City employees, contractors, and the general public.
Skill in
