Job Description: DescriptionSummary ObjectiveThe purpose of this position is to supervise on-street parking programs, operations and activities.
This class works independently, under limited supervision, reporting major activities through periodic meetings.Examples of DutiesESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Directs, evaluates, and processes employee concerns, coordinates work schedules, and conducts performance appraisals.
- Manages and directs development, redevelopment, and capital improvement projects, coordinating with city departments, community organizations, and other stakeholders. Inspects projects in progress to ensure they meet contract specifications, budget constraints, and safety standards.
- Monitors project progress and quality, resolves issues, prepares pre-bid materials, and communicates updates to key stakeholders.
- Develops project budgets, schedules, and cost estimates; prepares and reviews specifications; and monitors project progress to ensure timely and on-budget completion. Inspects work completed by contractors and vendors for compliant to contract specifications.
- Consults with managers and stakeholders to establish project plans and goals, review designs for quality and compliance, develops budgets and schedules, and administers contracts.
- Prepares pre-bid materials, develops communication plans, provides project updates, and monitors budgets to ensure timely delivery of project phases.
- Develops strategies to maximize the use of computer and network resources for efficient information processing and future needs.
- Acts as a liaison between IT and Department Directors, coordinates data-sharing partnerships, and analyzes document processing to enhance efficiency.
- Plans and implements programs, policies, and procedures, attends meetings to represent the department, Researches and evaluates new technology, prepares bid specifications, and estimates, and recommends procurement of necessary hardware and software.
- Performs related work as assigned.
Minimum RequirementsMINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor’s Degree in Construction Management, Engineering, Business or Public Administration or related discipline.
- Three (3) years of parking garage or parking meter experience, including two years of supervisory experience or an equivalent combination of education, training and experience.
OTHER MINIMUM REQUIREMENTS
- Must work a varied schedule.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
