Job Description: Overview:The Cultural Heritage Center (CHC) in the Bureau of Educational and Cultural Affairs at the U.S. Department of State has a requirement for two (2) fulltime Regional Analysts on cultural heritage and cultural property issues, who will: a.) function as experts in these issues in geographic regions outside the continental United States, such as North Africa, the Middle East, Central Asia, South Asia, East Asia and the Pacific, b) produce analyses that form the basis for entering into and implementing binding cultural property agreements with foreign governments, c) support the functions of the President’s Cultural Property Advisory Committee and d.) establish and maintain liaison with officials and experts in pertinent governmental and non-governmental organizations. Responsibilities:
- Conduct research and analysis of information related to cultural heritage in multiple geographic area outside the continental United States.
- Monitor political, social, economic, and other developments affecting cultural heritage in the various geographic areas.
- Develop sources of information regarding international cultural property laws and regulations; measures taken to protect and preserve cultural heritage; incidences of looting and illicit export; international trade patterns; and the state of research, exhibition, and conservation of archaeological or ethnological resources.
- Analyze a broad profile of current information relevant to cultural heritage that is available from a wide variety of sources to discern matters of inherent importance to U.S. foreign policy interests.
- Monitor the implementation of agreements in geographic areas and develop appropriate analytical data about implementation, including with respect to the role of transnational organized crime in cultural property looting and trafficking.
- Implement the complete analytic, bureaucratic and diplomatic process for: a.) renewal of cultural property agreements with countries in one of the six geographic regions defined by the State Department, b.) the development of new agreements in the same region, and c.) development of follow-on action plans for any completed agreement; consulting with posts on cultural heritage issues within their host countries, and traveling as needed.
- Provide comprehensive written and oral assessments of broad, complex, and sensitive issues related to cultural heritage overseas.
- Present results of research and analysis to the President’s Cultural Property Advisory Committee and to senior leaders in the Bureau and Department as the subject matter expert; advise U.S. Government, Department, and ECA policymakers and their staffs on matters pertaining to the protection or preservation of cultural property and heritage overseas.
- Draft reports of the findings and recommendations of the President’s Cultural Property Advisory Committee for review by the supervisor and committee chair.
- Draft decision-making documents that advance U.S. foreign policy in cultural heritage protection and preservation.
- Serves as office point of contact to Customs and Border Protection on regulatory matters related to cultural property.
- Research and drafts an annual report on the implementation of all bilateral cultural property agreements.
- Participates in meetings, workshops, and seminars regarding policy issues of special interest to the cultural heritage community, which may include domestic and/or international travel.
Qualifications:
- At minimum, an advanced degree (masters or higher) in cultural heritage, art history, archaeology, anthropology, historic preservation, museum studies, law, criminal justice, or a related field; and a minimum of three years of relevant work experience.
- Demonstrated experience working independently, with minimal supervision, in a high volume, fast-paced work environment.
- Demonstrated experience facilitating coordination of multiple independent actors to agree on and achieve common goals and objectives.
- Demonstrated experience conducting research and analysis in a foreign affairs or foreign assistance setting.
- Strong planning, organizational and multi-tasking skills.
- Strong critical and creative thinking and analytical skills.
- Strong written and oral communication skills.
- Facility with data sources on: 1) cultural property laws and regulations; 2) measures taken to protect and preserve cultural heritage; 3) incidences of looting and illicit export; 4) international patterns of trade for cultural property, art, and antiquities; and 5) the state of research, exhibition, and conservation of archaeological or ethnological resources
- Facility with standard office software, including the complete Microsoft Office Suite (Outlook, Teams, Word, Excel, PowerPoint, SharePoint), and an ability to learn and work with other software such as database applications.
- Ability to build and maintain productive professional relationships with associates in the Department and interagency.
- Ability to travel to and perform services in an area that has been determined by the Department to be a hazardous duty area.
- Ability to obtain and maintain a security clearance at the Secret level.
- Willingness to obtain training as needed.
