Job Description: DescriptionStarting salary to commence at $63,424 – $82,450 based upon experience.General Statement of JobMonitors the Noise Compatibility Program; studies, analyzes, evaluates data and information; and, develops recommendations for continual improvement of noise control, and airport administration and operations. Assists in the daily operations of the Airport and responsible for extensive public relations and communications with community, pilots, federal, state, and other local governmental agencies, other departments, consultants, businesses, tenants, facilities users, and stakeholders.City Expectations:Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.Duties & ResponsibilitiesSpecific Duties and ResponsibilitiesEssential Functions: * Meets and confers with community groups and individual citizens, pilots, Airport personnel, FAA officials, and other governmental organizations in order to investigate, analyze and mitigate noise impact problems and reduce complaints; prepares written communication on program-wide changes.

  • Promotes the “Fly Friendly” program and other elements of the Noise Compatibility Program. Gathers, responds to and follows up with input regarding noise concerns.
  • Assists in fostering relationships with all stakeholders, including but not limited to citizens; tenants and airport users; local, state and federal officials; other City employees.
  • Makes presentations to community groups regarding noise-related issues and concerns; provides detailed briefings to citizens and pilots regarding noise events and the Airport’s Noise Compatibility Program.
  • May be required to transport, set up and monitor noise monitoring microphone equipment at various outdoor sites.
  • Conducts appropriate cost/benefit analyses regarding alternative approaches to noise abatement issues.
  • Serves as a liaison to municipal, state, and federal agencies, other airports, and outside consulting firms engaged by the City as needed.
  • Prepares a variety of written correspondence including special studies, memoranda, reports, and systems analysis.
  • Performs related work as required.
  • Perform other duties as assigned.

Responsibilities:Responsible for the accuracy of all functions and programs; the effectiveness of administrative interpretations and decisions; and maintaining good public relations for the department. Responsible in work to the Airport Manager.Minimum QualificationsMinimum Education and TrainingPossess a valid Florida Driver’s license or have the ability to obtain within thirty (30) days from the date of hire, that is free of any serious violations.Bachelor’s degree in aviation management, business or public administration, emergency management or related field and three (3) years of experience in airport operations, public relations or emergency management response or;.Associate’s degree in aviation management, business or public administration, emergency management or related field and five (5) years of experience in airport operations, public relations or emergency management response or;.High school graduate or equivalent and seven (7) years of experience in airport operations, business or public administration, emergency management or related field.Minimum Qualifications and Standards RequiredSkill Requirements:Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Capable of interpreting and applying rules, regulations, policies and procedures. Ability to communicate effectively; make oral and written presentations; and complete all forms and reports legibly and accurately. Must be able to deal with stressful situations and deadlines; and deal with difficult people with courtesy and self-control while being flexible/adaptable to changing priorities and assignments. Ability to establish and maintain effective working relationships with supervisors, co-workers, agency representatives and the general public.Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department.Physical Requirements:Ability to sit, stand, walk, bend, stoop, lift, carry or minimal physical exertion. Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions. Ability to see; hear well, with or without aids; and speak clearly and distinctly. Capable of working under the pressure of deadlines and conflicting priorities.
